Intel Core2 Quad Q9550 Rev E0 Temp problems

i recently purchased a Q9550 E0 off of Ebay for 50 bucks (used but apparently in good condition)
i installed it along with a Deep Cool ICE-Sword 200 Dual Fan Cooler (http://www.newegg.com/Product/Product.aspx?Item=9SIA6J32WN0307&nm_mc=KNC-GoogleMKP-PC&cm_mmc=KNC-GoogleMKP-PC-_-pla-_-CPU+Fans+%26+Heatsinks-_-9SIA6J32WN0307&gclid=CPyjs--u7cUCFQ4XHwodxZIAfA&gclsrc=aw.ds) and the idle temps are alright with speed fan saying 44-46C and RealTemp reporting 40-50C across all cores, and i just installed Windows 7 Home Premium, and when downloading updates 20-50% load on CPU temps SKYROCKETED to low a max of mid to high 70s and 80s im using Arctic Silver 5 (in a uncooked rice grain sized horizontal line application) while Speed fan is still reporting a temp of 44-45C (probably the T case) the heatsink is mounted broad side towards the exhaust fan and both CPU fans pointing out aswell as the exhaust fan, the CPU fans use a Y 3 Pin splitter so i could fit it all in 1 socket, the CPU (according to Realtemp) will go from low 60s across all cores to mid 80s under any type of load ranging from 20 to 50% with no real pattern (at 20% load temps were low-mid 70s and at 50% the temps were low 60s). Is this something i should be worried about?

Additional information

Motherboard: Gigabyte G41MT-S2PT
Side panel of the case is OFF and the top part is leaning on the tower to avoid unnecessary dust
the Heatsink is NEW (from china)
the thermal paste is NEW
ive reapplied the thermal paste SEVERAL times with no difference in temps due to style (pea drop, Horizontal line) (currently im running with it applied in the pea sized drop style))
my GPU is a Nvidia EVGA Geforce 9800GT (which from what i understand is a hot running card, ive had it for years and its never failed with idle temps ranging from 55C (80% fan) 71C (auto fan, at 30-32%))
Speed fan reports that the CPU idles at 65C when the GPU's fan is on auto (30% 70C) and when i increase the fan speed to 80% the CPU and GPU's temps drop at the same time to 44C(CPU)-55C(GPU) average
the case is DUST FREE as well as the GPU, heatsink and fans.
additionally if i dont turn the GPU's tiny fan speed up to 80% all the cores will IDLE at low to mid 60s
and the GPU fan faces AWAY from the cpu entirely
i was playing War Thunder on medium settings when the game and my whole PC LOCKED and upon rebooting (via the reset switch) it had horrid lag and refused to even shut off, connect to the internet, or even display the mouse movement smoothly.

Please help me out, im building a budget gaming PC and im afraid to run ANY game on this PC due to the temps, i hope ive provided enough info THX :D

I'd check the connection of the heatsink to the CPU/motherboard. I had a situation similar to this, my CPU was going up to 80C with small workloads, and I opened up my case and the heatsink was floating over the CPU because it didn't click in all the way.

maybe i didnt state it in my question (i dont remember lol) but i did reapply the thermal paste SEVERAL times to the point where i only have about 1 more attempt left before i run out, i did check the connections the the motherboard and even tried to wiggle it a bit (it didnt wiggle) this was easy to do because i installed the cpu and heatsink when the motherboard was out of the case so i can see the plastic pins on the other side, i also didnt mention that after i posted this question the temps dropped to 40C under the same workload (windows updates of all things) so is it possible i have a bad sensor? (im using Realtemp to view the temps because im pretty sure Speed fan only displays the T Case temp and not the Thermal Junction

theres a screencap, i think its the thermal paste im using (Arctic Silver 5) which apparently has a 200 hour break in period before it starts working properly.

(the temps in HWmonitor are good because thats after windows update completed

Note one of the fan's max speed of 675000RPM .-.

For idle temperatures those are quite good! I'm using an i5-4590 with a stock cooler and HWMonitor reports about 40C most of the time. What is HWMonitor reporting when you bump up the load? Does it skyrocket up like it did in RealTemp?

I just downloaded RealTemp to see, and it seems to be nearly matching my HWMonitor temps.

Tell me what you see.

I'm in a similar situation: same CPU, same brand of thermal paste.
When I'm playing processor-intensive games I'll see my first CPU core go up to the high 90s (celsius)
(I use the Noctua cooler that was the best one to get back in 2009)
I really should do something about it but run it 24/7 and haven't found a convenient time to bring it down.

The good news for you is that I've been running it like this for a year or so, since changing motherboards, and so far it's been fine.

They're tough old CPUs, I've found, with mine now in its sixth year of consistent use, having been overclocked from day one.
