Applications have higher CPU usage than usual and CPU usage reaches 100 more easily

This has been happening for the past few days. I ran an anti-malware scan and antivirus scan. I went into msconfig to limit some of the startup applications and services. I did sfc /scannow which I found when googling this problem. I defragmented. Before with the computer sitting idly I would have no more than 5 percent CPU Usage. Now its about 30 percent with some random spikes every once in a while. In general, a lot of my applications will have random large spikes in CPU usage. I even downloaded Process Explorer to see if that will show me anything different. That applications CPU usage also spikes to around 20%.

A big note: this started happening after I replaced the thermal paste on my CPU and obviously seems to be more than a coincidence. However, I have changed the thermal paste many times and have not had this problem before. If the problem is hardware related I don't know enough about computers to figure out if I accidentally did something while my computer was opened up to affect the CPU this way.

An example of my problem is when I play League of Legends my FPS is right around 60, but lately every few seconds it'll drop to about 10 give or take. Another example I can't be in a Skype call and watch a Youtube video or else they will both lag.

Thermal paste really should not have anything to do with CPU usage. It should be a software issue. Use Task Manager to see what applications are specifically causing the spikes in CPU usage. It may be a virus, and if so, the only way to get rid of it would be to do a clean install of Windows.

Its hard for me to state what exactly is having spikes because it happens sporadically. I switched my task manager over to process explorer and the spikes in cpu usage i've noticed so far have been process explorer itself, google chrome, svchost.exe, interrupts, and sometimes trustedinstaller but im not sure about that one because i haven't checked out much cpu it used before, but its about 50% when its active.

And other than that, I can't even really use other applications that I've used before because CPU usage reaches 100%. One such I already mentioned which is League of Legends which, when running, my CPU usage will sporadically hit 100% with nothing else open besides the few services I allowed in msconfig.
