Geforce 960 Overnight FPS Drop

The Problem
I built myself a gaming PC (FINALLY) and was so excited to play with it. 2 days ago I could play Total War: Rome 2. XCOM, Planetside2, and a few others on nearly maxed out graphics. Now I cannot reach above 5 fps on lower settings on any game or Valley Benchmark 1.0. This computer is only 4 days old T_T I tried updating drivers and antivirus/malware and defragging, etc and nothings worked. Temps (using HWmonitor) in my i5 4460 jump around a lot but don't pass 40^C. I've checked for anything hogging my cpu, and besides some norton IS spikes, nothing.

What I've done since the FPS drop (to no avail..)
geforce drivers
intel hd update
Norton / Panda scans
Malware scans
Defrag

The Computer
windows 8.1 (new comp/no previous OS)
h97 gigabyte motherboard
intel i5 4460 SSC 3.2ghz
thermaltake 550w gold cert power
evga geforce gtx 960
2x4 (8GB) ripjaw g skill
kingston 120GB SSD (I try to only have windows related files on the ssd but somethings may have leaked over. definitely more than 30% free though!)
seagate 1TB HDD
