Depends on what you see as recent. Neither of those will run say The Witcher 3 in Ultra 1080p @60fps (maybe 40-45 with hairworks disabled and some settings high).
The first rig is the better one in theory, but I've heard a lot of complains about AMD cards in that game.

I'd get an r9 290x or gtx 970 if you want to play future games in 1080p, Ultra settings @ 60fps in 2-3 years to come.

Whats your budget? People can help more easily. Those builds should be OK at high-ultra on most games at above 40-50fps for a year or so to come, maybe struggling slightly on demanding games like Witcher 3 (as mentioned above). The 280x build is the better, but you may be able to get an even better build for your money if we know the budget?

It will be fine, but it won't run games at Ultra with 60fps. But if 40-50fps is fine, go for it.

The 8350 is a great cpu, I've not had any issues with it. It's just that the intel cpu's generally have a better longevity than AMD's.

Why can't you just order it sent to you? Are there laws preventing you from importing goods from other countries?

Yeah mostly all games are GPU bound. There are a few occasional games that rely more on the CPU than it should. But what you're looking for is a GPU that's not only great running per-date games, but also capable of running games in the future just as well. I'm afraid you might be disappointed if you buy a GPU worse than the 970 or 290x granted you want to play at maximum settings whilst retaining a stable 60fps.

The 280x is fine though, but don't expect to max everything while having a stable 60 fps.

In the end, if it's a huge hassle to import to India you should just settle with the 280x. Either that or wait until the 970 is cheaper (probably will be in a few months) and get it then.
