Based on the rapidly growing demands of the produces, it will not be good for long, I seriously recommend saving up for something more potent which will last longer, and thus save money in the long run. as I mentioned above, the 740 is the lower limit of a card that will stay playable for more than a year or so, and with the way developers love to use every last bit of power, a 750 is a good card to get. I once bought a low budget card a while ago and ended up buying a new one about six months later, so it was a $50 loss, considering I could have just gotten a better card that was say 20 more and save 30 down the road I would say such a philosophy pays off.
any power supply that are at least 300 watts or around that will be fine for both of those cards, the 730 may be slightly faster, but both of them can be powered in you computer if you have the standard dell power supply which should be about 305 Watts. so really it all comes down to which is cheaper and which one you like better.

neither will be good for GTAV the 1GB is the minimum of VRAM also, you cannot even run it with a dual core, you need a quad core CPU. I would recommend at least a R7 250X if you want to play at a reasonable frame rate. if you could get a 2 GB R7 240, you would stand some sort of chance, that is the issue of these new games, they are rather unfair to anyone who is tight on cash, you may want to save up for a quad core processor first, as that is sadly a must for new games today.

is EXOC(EXTRA OVER CLOCKED)version is good than the ordinary version?it seems that exoc has 384 cuda cores and ordinary version has 98 cuda cores.i really dont know how that cuda cores increase the gaming.could you please explain it?

Cuda cores are what do the work of gaming, the normal GT 730 should have about 384 cuda cores, if it does not have 384 cuda cores, then chances are it is not a GT730. you do not need an extra overclocked GPU< it will yeild only a few extra FPS, and you can do it yourself too at home, so just get a normal 384 cudacore GPU.
