I'm looking to buy a GTX 980 TI and the recommended wattage is 600. Would I be ok with a 550w power supply? My build is

Mobo: HP Branded.
Memory: Samsung 8Gb Ddr3 800mhz
HDD:WD 1TB
CPU:Intel 4th Gen i3
GPU:GTX 980 TI
PSU: XFX 550W TS 80 PLUS GOLD

Solution
You will need to upgrade the PSU at the minimum.

I recommend getting a EVGA GS 850W.

PCPartPicker part list / Price breakdown by merchant

Power Supply: EVGA 850W 80+ Gold Certified Fully-Modular ATX Power Supply ($104.99 @ NCIX US)
Total: $104.99
Prices include shipping, taxes, and discounts when available

Remember the brand of the PSU is more important than the wattage but you will need at least 750w.
Stay with good brands such as SOME EVGAs, Antec, XFX, SeaSonic. Do not get corsair C series.

The wattage recommendations provided by the Card manufacturer is a expanded calculation of the wattage being used by all of the components in your system. All working at full load. But it is always recommended to go with a higher Wattage PSU for safety and proper working of the system. I would recommend a PSU with at least 750 Watts to support any future upgrades as well. But 650 Watts PSU will also be enough. The only thing is, it should be of good quality. In this case, even a very good quality 550Watts PSU can also deliver results.

Your PSU has if I am not mistaken, has max 45Amps capacity on the +12 valt single rail. That sums up to 540 Watts of power on 12 Valt rail. This is the rail that is used to power the CPU and also GPU. I think this PSU would be okay.

Update: NVIDIA has officially launched the GeForce GTX 980 Ti graphics card. The graphics card is everything as reported in this article and you can watch the first video commercial of the product below:

NVIDIA GeForce GTX 980 TI Leads The Way With Full DirectX 12 Support – $649 US Price and Titan X Like Performance

Clock speeds for the GeForce GTX 980 Ti are quite impressive which stay at the same levels of the Titan X. The base clock is set at 1000 MHz while the boost clock is set at 1076 MHz which is just 14 MHz slower than the X. The memory clock is maintained at 7 GHz for the reference cards. The card pumps out a theoretical bandwidth of 336.0 GB/s. The card features 8+6 Pin connectors which power the board, display outputs include DVI, HDMI and three display ports which come as a part of reference Maxwell configuration and has a TDP of 250W.

The 6 pin + 8 Pin connectors, plus the PCIe slot, brings the maximum power the card could burn through to 300w.

I read this somewhere where a guy said he had a gold certified PSU (think it was the same one) and he Said it handled a 600w GPU just fine. I did a rough esitimate of my Components and i Might be running somewhere around 150w max. Not sure on that though. Onlu reason i dont want to upgrade yet is i litterally just upgraded to this PSU to make way for a 980 but then the 980ti came out so that screwed me up. I just want to make sure im not gonna have too many problems if i do go with this setup. I will upgrade the PSU when i upgrade the CPU a couple months down the road.
