AMD FX-8320 clock speeds lower than they should be in game

I have an AMD FX-8320 @ 3.5ghz OC'd to 4Ghz. I usually get ~250 FPS in games such as CS:GO. However my FPS drops massively to anywhere between 40-70 FPS, and clock speed drops down to 1.4GHz. . Any ideas as to why? Thermal margin according to AMD Overdrive is 25 Degrees in game and 35 degrees when surfing web and general multi-media stuff.

Specs :
AMD FX-8320 @ 4.0GHz
ASUS M5A87L AM3+ ATX Motherboard
Cooler Master Hyper 212 Evo CPU Cooler
500GB HDD
Cooler Master B600W PSU
nVidia GTX 660 FTW ACX Edition.

Need anything else let me know!

That's to be expected because that motherboard is not really appropriate for that CPU. You can't use a cheap motherboard with a 125W CPU and expect it to work fine; it supports the CPU, but it has to throttle it to protect itself. You also didn't help by not using a top-down CPU cooler to cool the VRMs. Could you replace it by a better motherboard that can really support that CPU?

Also, this also happens when not Overclocking!

I figured that it would be the MOBO. I read that it supported a 125W CPU.

I can replace the Motherboard, do you have any suggestions? I've seen a lot of people say the ASUS M5A97.

I can afford them both, which would you suggest out of both boards?
 
They both are good entry-level motherboards. Personally I'd go for the Gigabyte because of the 8+2 VRM versus the 4+2 VRM on the Asus. For not much more money, you can get the Asus M5A99FX Pro R2.0 or the Gigabyte 990FXA-UD3. Don't go for the less expensive GA-970A-D3P or the GA-970A-DS3P; they are not as good as the GA-970A-UD3P.
