CPU and GPU not being fully utilized in GTA V. Bottleneck or shitty coding?

so i was getting low FPS in GTA v with my FX-6350 and Sapphire Tri-X R9 290. i switched to DX10 with low settings. still FPS was dipping to the mid-30s. then i switched back to DX11 and turned down the settings to normal and the sliders to less than half. tesselations, ambient, off. post fx, and AA off too. FPS still dipping low. rarely goes over 55FPS. V-Sync off. ran msi afterburner with the overlay and see that the GPU in any setting isnt beeing fully used. CPU cores are pretty low too. rarely goes over like 80% usage. i tested it for like 2 hours. nothing. Running AMD Latest beta drivers. GTA v "optimized". so. what am i doing wrong? Bottleneck? please help. i really want to play GTA V in all its glory. at least at consistant 60FPS.
 
So long as everything is working normally, all updates and patches installed, the 290 should do fairly well. According to this, almost 80fps at 1080 normal textures and almost 60fps at 1600 normal textures.

Cpu performance looks like the 6350 should be able to hit close to 70 so not sure why it's staying so low. Amd cpu's tend to suffer lower frames and higher frame drops than intel cpu's do and the 6350/8350 barely run gta5 better than an i3. Have you tried running it in windowed mode to see if that makes any difference? Also make sure all the latest patches and updates for the game are installed. Even with things running properly, it may be difficult to maintain a steady 60fps with amd.

I think the game is broken after the last update. Too many people are having performance issues with great hardware. Rockstar need to fix this because I've just stopped playing the game. I'm starting to think that everyone was right when they said Rockstar would mess the PC port up. There are low framerates on 970s, 980s, 980 Tis and even Titans. The same is happening on AMD hardware too.

Been checking for bottlenecks too, Only difference in hardware is a AMD FX 6300
It's about 30fps and it looks like the game isnt pushing for more usage. Graphics card is between 70% and 80% rarely goes over 90% usage.
CPU has 1 core at 50% all the time and the rest between 50% and 100% but rarely goes into the high numbers.
