Fresh Install Windows, can't download to Program Files

I just did a fresh install of Windows 7, did all the updates I had too, and am trying to install Warframe, but when I choose the Program Files as the directory, it's saying I don't have the permissions? What is going on?

Right click on the exe file, and choose 'run as administrator'.

Each time you want to make changes to the system directories (i.e. Program Files (x86), Program Files, Windows directories), you must do it as an administrator.
