HELL YEA IT CAN, my GTX 970 is being powered by an EVGA 400w psu with a 4690k

Well. That PSU although of a lower quality, would be more than enough.

But at a higher level of usage, it would be preferred to get a better PSU.

Like an Antec VP450P which is readyly available here in india in most online retailers for around Rs.2500.

is of a very good quality and has all high quality Japanese Capacitors.

the i5 and the 970 come at stock speeds, the 970 is 1.05GHz and the i5 is at 3.5GHz. I going to be getting a new power supply next week because Im going to get a second 970, im going to get a 650w fully modular power supply from EVGA

Okay. If you are going for a PSU upgrade, don't limit it to 650Watts. go for a 750Watts if you are going to use an SLI setup. 650 watts will be enough for that specially if it is a very good quality PSU like an EVGA unit or Antec unit.

pc part picker says that my rig, when I add a second 970 will use 477w so I will have 173w left over with 650w, do u still think I should get a bigger psu?

Admirable
I trnd to not trust the power calculator of PCPP as it calculate card TDP and not the actual load power consumption.

650w will allow for 970 SLI but you wont have much headroom to overclock.

750w on the other hand is all you will need

GTX 970: maximum 290-320W at peak consumption. (depending of model)
i5 4690k: 100W at peak with slight overclock (around 4-4.4Ghz)

400W is just barely enough. Not to mention there is the other parts like motherboard, RAM and HDD taking power.
Also, the fans and cpu cooler.

You are probably maxing the psu out most of the time.

Good. That will get rid of possible issues in the future. Happy building.
