I am very new to this and hoping for some help.
In every tutorial I have tried looking up about overclocking Phenom processors, they have an Ai tweaker of some sort. Well, my BIOS does not have this. I have updated to the most current BIOS and still nothing.
My specs are;
Mobo: M4A78LT-M
CPU: AMD Phenom II x6 1065t
Asus Essentio CM1730-CM1830.
I've read that the multiplier on my Cpu is locked. Does this mean overclocking with my cpu/mobo is not possible? Any help would be greatly appreciated.

There is no Ai tweaker because this isn't a Black Edition CPU. You need to increase the BCLK, but its really darn risky. Also it OCs your RAM at the same time. Use IBT AVX to check the stability, run it 3 times at high. then if you manage to get to the maximum stable clock run prime 95 during the night, this will prove that the OC is stable enough. If something goes wrong, you will have to force shutdown your PC and reset the CMOS, you have a jumper somewhere on your mobo.
