Battlefield 4 4 FPS HELP

Hiya guys wondering if you could help. crossfire is on but i was wondering why im only getting 40-60 fps in game yes everything is on ultra i am using a samsung 40inch screen 1080p but its only 60hz could that be the reason, this is my spec cheers
cooler master haf x full tower case with 4 corsair 200mm blue led fans.
ASUS P8Z77-V motherboard with wi-fi adapter
Intel i5-3570K CPU unlocked version
16gb ddr3 1600 corsair ram
Cooler Master Nepton 140XL cpu cooler
ocz zx 1250 watt gold psu
1x sapphire hd 7970 3gb ghz graphic card
crossfire
1x xfx r9 280x 3gb graphic card
SSD Kingston HyperX 120GB SATA3 3K 2.5-inch Gaming Solid State Drive
2x 1tb sata hdd for storage
Dvdrw drive

BF4 MP utilizes the 3770k's 8 threads, I got significant fps upgrade when upgrading from a 3570k to a 4790k however the 4790k faster and haswell has IPC improvements.

I would suggest a 970/980 or a 980 ti however if you're into AMD go for a 290x with a non reference cooler.

i was going to upgrade but people have been telling me its just not worth it even if i get a i7 im not going to get that big of a performance wait till the next gen to come out, yea i might sell my cards and buy one good one at the time i thought buying another 3g card would make a good upgrade, im still learning cheers for helping. :)
