this is my current pc
AMD FX8150 3.6GHz
MSI Radeon HD7950 OC'd Black editon
two 8 gig Gskill ripjaws 1600MHz
MSI GD65V2 Motherboard
windows 7

should i just upgrade or should i build a new pc all together?

You should try updating the BIOS if you don't already have the latest one. I've spotted improvements related to the the CPU microcode. There's AGESA-related improvements BIOS version after BIOS version. See if you have the latest BIOS version. If not, you'll have to update it.
If you're not happy with the performance, in what situation do you exactly find your computer slow?
What antivirus software are you using? Run a quick scan with this one regardless. Defragment your hard disk drive.
You could overclock the CPU to 4.0GHz and bring it closer to the FX-8350 level of performance. If that still doesn't cut it for you, I'm afraid you'll have to consider an i5 + a 1150 motherboard.

Well, your CPU is a Bulldozer, so an upgrade to FX-83xx may help, but may still be too small to be worth the money.
If the same games are getting worse though, your problem may be related to drivers or a malware infection; download MalwareBytes (from www.malwarebytes.org) and run a scan.
If newer games are slow, which ones? If they are CPU-bound, another AMD CPU is probably not going to help enough. If they are graphics-bound, there are good deals available now on the R9 290 and R9 290X. If you upgrade your graphics card and still need more performance, you will not have wasted your money, because you'll re-use it in a new build. Your RAM should also be re-usable. What is your budget, and what PSU (brand and model please, not just wattage) do you have?
