CPU fan comes on, no post, no beeps on brand new machine

I just picked up all brand new parts from Fry's and built a new machine. When I power it on, the CPU fan comes on, the graphics card fan comes up, and the "GeForce GTX" logo lights up. However, I hear no beeps from the PC speaker (which is correctly installed).

I've made a video here: https://www.youtube.com/watch?v=WFFbuuPL8mU

Here is everything I have tried:

  • ■ Went through this checklist twice: http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems
    ■ Ensured the 8-pin CPU power cable is plugged in firmly, all the way
    ■ Ensured the main motherboard power connector (the big one) is plugged in firmly, all the way
    ■ Put the RAM in the A2 and B2 slots as suggested in the manual
    ■ Tried each RAM stick separately in each slot
    ■ Ensured RAM was firmly pressed down with each test
    ■ Tried with only the following installed / plugged in: CPU, heatsink, CPU fan, PSU, one stick of RAM
    ■ Plugged an IDE harddrive into the PSU, and the harddrive powered up just fine
    ■ Ensured the CPU is correctly installed with respect to the grooves and the arrow
    ■ Ensured there are no bent pins on the motherboard
    ■ Exchanged the motherboard and CPU at Fry's for exactly the same ones and tried again -- same exact result
    ■ Ensured too much thermal paste was not used (used a little less than a pea size)
    ■ Plugged HDMI cable into integrated HDMI video port and then into monitor (with and without Titan card installed)
    ■ Plugged HDMI cable into Titan HDMI video port and then into monitor
    ■ Plugged DVI cable into Titan and then into monitor (tried both DVI ports on Titan)
    ■ Ensured the Titan is firmly pressed down and installed correctly
    ■ Bought a brand new Belkin HDMI cable
    ■ Tested the monitor via HDMI with my MacBook Pro, and I get video
    ■ Read the entire motherboard manual twice
    ■ Pressed the CLR_CMOS button
    ■ "Breadboarded" the machine, with the motherboard on a piece of cardboard with the CPU, heatsink, CPU can, CPU power cable, and main motherboard power cable plugged in. I ran turned this on and got exactly the same result, so nothing in the case is shorting out the motherboard.
    ■ Ran without RAM, and same result -- no beeps, CPU fan spins, nothing else happens.
    ■ Tried a VGA cable from the video card (via a DVI -> D-SUB adapter) to the monitor
    ■ Flashed the BIOS with the latest version

Things I've noticed:

  • ■ The Q Code readout always reads "00"
    ■ No fans other than the CPU fan come on
    ■ If I plug a fan into the CPU_OPTS connection, any fan I test (in addition to the CPU fan) then does come on.
    ■ PSU fan comes on for half a second when powering the machine on, then the PSU fan turns off. I read online that it is possible the PSU could be intelligent about when it turns the fan on based on load/temperature.
    ■ USB keyboard is plugged in, and pressing CAPS LOCK does not make the LED come on

Here are the pertinent specs:

  • ■ ASUS Z97 Deluxe motherboard
    ■ Intel Core i7 4790 processor
    ■ 16GB Corsair Vengeance Pro memory (2 sticks)
    ■ EVGA Geforce GTX Titan Z
    ■ Corsair HX1050 PSU

I'm desperate. Does anyone have any ideas why this won't post?

time to remove the processor and check for bent pins.

00 means that the processor isnt running at all so its a bent pin(s), bad power supply to the eps12 socket (you have 8 pin cpu power plugged in right?), dead cpu, or dead motherbd.

Thank you for the reply. I've thoroughly checked the pins on the motherboard (there are none on the CPU), and none are bent. None were bent on the first motherboard, either. The 8-pin CPU power cable is definitely plugged in all the way and locked.

I exchanged both the CPU and motherboard for new ones (the same models), and the exact same problem persists.

If the CPU fan comes on and the graphics card comes on, and an IDE harddrive powers on when plugged in, would it make sense that the PSU could be bad? The PSU is 1050 watts, so it should easily power everything.

New power supply (Antec 1300w) still did not solve the problem :(
