When Power Button is Pressed, Computer Turns On, then Off, then the BIOS Resets

Whenever I press the power button on my computer, it lights up and the fans spin for about three seconds, shows no display, and it doesn't make a beep sound. Then in turns off for a second, the lights go out, the fans stop spinning, then it turns on again but this time it shows display, it makes a beep sound, and the computer stays on until I turn it off again, but the bios resets.
I thought it was the CMOS battery but I already replaced it and the same thing still happens.

Any help would be appreciated. Thanks! :)

Try one stick at a time and see if the problem goes away. Set it up correctly ion BIOS. Then see. Might need to get a "kit" of memory. Mixing sticks is asking for problems. Sticks in "kits" are tested together to make sure that they work together.

Yeah but whenever it turns on it says BIOS has been reset and I have the choice to either choose optimized default or enter bios. Then I enter bios and always have to set up the bios and change the date and time whenever I turn on my computer.
 
Set optimized defaults should be the first thing you do once into the bios for the first time. Then set up memory speed and timings correctly. Those 2 things might be all you need to do, depending on your system.

EDIT:
And don't forget to save your BIOS settings and exit.

I didn't overclock anything, and I didn't get any new parts, and i'm currently using the bios before the beta bios.

My Specs:
Gigabyte H61M-S2P REV 3.0
Intel Core i5 2320 @ 3.00GHz
Kingston HyperX 2x4GB 1600 MHz
Nvidia GeForce GTX 650 1GB
Western Digital 1TB Blue HDD

I already tried the optimized defaults, and I think the memory speed and timings are set to auto. But even if I save the settings, the bios will reset the next time I turn on the computer.

I just found out that Channel A's timings are 11-11-11-28 and Channel B's are 10-10-10-30.
Could this be the problem? What should I set the timings to?

EDIT:
I think those are the timings if it's set to auto.

Well I have a Kingston HyperX Blu 4GB and a Kingston HyperX Fury Blue 4GB both at 1600 MHz. It doesn't say the specific timings on the box, manual, and the RAM sticks but the HyperX Blu says CL9 and the HyperX Fury Blue says CL10. I'm starting to think that the problem is due to the RAM sticks having different timings.

My motherboard is Gigabyte H61M-S2P REV 3.0 and my CPU is Intel Core i5 2320 @ 3.00GHz.


 
The HyperX Blu stick has a CAS of 9 at 1.65 volts. The HyperX Fury stick has a CAS of 10 at 1.5 volts. Try setting both sticks at 1333MHz at CAS9. The hyperx blu stick should work at 1.5V at that speed and CAS9. They have to be set both the same or there will be problems. Mixing sticks, even if the sticks are the same model and specs, there is a chance that they will not work together. Sticks in "kits" of two or more are tested together to make sure that they will all work together. Your sticks have completely different timings and voltages. This is asking for problems.

I just found out that the bios resets only if I cut the power of the system by turning off the power supply and avr. So my temporary solution is to leave them on. Could the power supply be the problem?
