I don't really understand whats happening. All of my computer has been entirely updated except the hard drive.

So every time I restart my computer or shut it down and turn it back on http://prntscr.com/7ckyhd happens. IT should have like 6 things at the top of my main monitor and then the rest of things on my 2nd monitor, This keeps happening and I don't know what could be the cause?

Could the shutting down might be your power supply? You said you replaced all components besides your hard drive? You might have some viruses to shut down or mess with your PC?
Download malwarebytes and scan just to make sure it's clean, it can't do any harm but can help.

Wait you mean your icons are moving between monitors where they shouldn't or what?

oh sorry yea. My icons keep moving and stacking ontop of eachother for no reason? it should look like this http://prntscr.com/7cl5x7 on my main monitor and then my 2nd one should be this http://prntscr.com/7cl62h. The reason I'm worried is because my computer has been randomly shutting down while I'm in the middle of gaming for no reason at all. I've recently replaced EVERYTHING in my computer aside from my hard drive. So I don't know if its a hard drive issue or what.

I'm not getting errors or anything its just simply restarting and then asking me to start windows normally or in a different state...which i pick normally. This has only happened twice and it was 2days ago, but the icons resetting I have no idea why it would keep doing that and its a bit worrisome.

I'm dumb. The power went out while I was asleep and turned off my computer -.- sorry for the additional posts. So far cleaning my computer fixed the issue its been about a week now since it has restarted on its own. Thanks for the help!
