A question about minimum specifications?

So If I got a minimum specification pc for a game (For example GTA V) and tried to run that game on lowest settings, will I get 60 fps? assuming that they said I needed that PC to run the game on low.

Minimum specifications do not guarantee any level of game play other than, "playable". What you deem "playable" and what the game developers deem "playable" may be vastly different. Minimum Specifications are just the lowest end system that the game developers will support should an issue arise.

Minimum spec will guarantee the game is playable, albeit with highly compromised settings. It doesn't guarantee 60 fps though and I wouldn't expect to run it at that.

60 Fps is a good mark to aim for, but not required for many games.

Expect an average of 30 FPS and playable conditions throughout.

No no no I am not speaking about my current laptop if it could run games or no, this is a wondering question, Shouldn't someone who has a minimum specifications PC for a game be able to run that game on low with 60 fps?

Not likely. The minimum requirements are set by developers who have a goal of trying to sell as many copies of the game that they possibly can, but at the same time, try to give people a realistic idea of what hardware is needed to just kind of scrape along at the bottom end of things. Every developer sets their minimum requirements differently, but its almost always just barely playable if you try to play with that minimum level of hardware.

The next step up from the Minimum Requirements is the Recommended Requirements, and that is generally where you can start playing the game smoothly. And then some devs now provide Ultra Requirements, so that people again know what hardware is needed to be able to play that game with Ultra settings turned on.
