Affordable Build for GTA V High Graphics, 1080p and 60fps

I have never built a PC before and I feel that it is time to upgrade from my retail PC to a custom build. I need a PC that is below $1000 USD to play GTA V on high graphics settings, with 60fps and 1080p. And I also need a tutorial. Help?

Here is my suggestion. I know many will suggest a 4690k, but overclocking is not something for a newbie, and not really worth the added cost. I would rather have the extra threads, of the Xeon, for multitasking capability. The 1231v3 is essentially, an i7 4770, without the integrated graphics.

If you want top performance from your GPU, Gigabyte Gaming G1, MSI Gaming 100ME (has back plate) which have boosted clocks (factory overclocked) are what you want. Other than that, everything else that logainofhades mentioned is excellent!
