One of two possibilities, beyond it being the wrong RAM, one it may be that your BIOS didn't detect the speed properly and you'll need to set the speed manually, or two the motherboard may not support that RAM at 1600 and is setting it at 1333.

Before I proceed, do I need to increase the voltages or anything like that?

Also why is the stock MHZ of this Ram 1300MHz and in the description of the product it reads 1600Mhz.

The XMP profile is used by the BIOS to set up all timings and voltages for you. The DRAM is ratd 1600, but DRAM when first installed always goes to the mobos default, otherwise if say you got 2400 DRAM that your CPU can't even run, then if it automatically went to 2400 you'd never be able to boot. So it goes to the default then XMP makes it easy to set up, you can also set up manually
