best fans for my hyper 212 evo

CORSAIR AF120 LowNoise Dual Pack 120mm or CORSAIR SP120 HighPressure Dual Pack 120mm, are they noisy at 2350 rpm? how mutch does the Voltage step-down adapter reduce the noise and rpms ? thx.
 
I'm using the Cougar fans on my 212 EVO. I've been a fan of these fans for quite some time. The move a bunch of air, and are very quiet.

CORSAIR SP120 are basically designed to work better on tight places,heatsinks and radiators. As mentioned in the Corsair's page Static pressure is the measure of how well a fan can push air in this type of highly restrictive environment, and this is where the SP120 excels. It’s an ideal solution for radiator and heatsink use, as well as drive bay intakes, and other locations where you’re mounting a fan directly adjacent to a heat source.
So between AF120 and SP120 basically SP120 is better choice for hyper evo. Both of them come with performance edition and quiet edition, so quiet edition would be the better choice. I have both AF120 and SP120 and both do their job best in their areas i.e af120s for airflow and sp120 for heatsink , and are relatively not too noisy. So you should definitely go with SP120.
However personal suggestion from my side dont replace the stock fans as they are perfect for the heatsink, and my personal experience the temps dont drop much effectively or in other words temps are similar with sp120 and stock. However if the noise is the issue which I dont think the stock fan causes that much then go with sp120 you will be definitely satisfied.
