R9 290 tri-x video card not detected by system, no video, fans are spinning, help plz.

I've been looking all over the internet for days now trying to resolve this problem and decided it's about time i asked directly. What's my problem and how do you fix it. my R9 290 doesn't appear in device manager and doesn't output a signal (monitor turns to sleep mode when plugged into it) I'm pretty sure the wires all work and the 1920x1080 monitor works fine with its DVI single link cable on integrated graphics. I have no idea what to do from this point.

Make sure you did plug in both 6-pin and 8-pin pcie power cables for the r9 290, and reseat the GPU.

try reinstalling drivers. if problem persists im afraid you got a DOA card. worst case would be to RMA

1) Try use the USB bios flashback to update the BIOS, or use onboard intel HD 4600 to update the BIOS.
2) Try use the 2nd pcie slot to see the 1st one has problem or not.
3) Or like Jomari Gonzales said the GPU is DOA.

I'm really hoping my GPU is not DOA. I don't know if I have all the packaging to return it so I want to find out what the problem is first

Like you said the gpu maybe DOA.

I asked a computer repair place about it. they said it was DOA, RMAing it monday. thanks for the replies.
