On board ethernet is SLOW

Hi guys, I have an issue,

I just built my computer, and my download speed is only 213Kbps! It is running off of a lan cable that works just fine at 2.6MBps on my laptop, right next to it. It is painstakingly slow to even load a webpage. My motherboard is a Gigabyte GA-970a-UD3P rev2.0. Is it an outdated driver? Or is the on-board ethernet broken? I'm not even sure exactly what chipset the Realtek ethernet runs off of....
