GTA V. EVGA 670 FTW 4GB (no stuttering) Upgraded to EVGA 980 Super Clocked 4GB (stutters)

I have done a bit of net searching and trying to find others with what I am seeing/feeling. I am still going to do some more testing but just found it really strange that when using my 670 with GeForce experience optimal settings I didn't have the issue but uninstalling the drivers and then installing the 980, reinstalling the drivers and using the new optimal settings I am gettin the stuttering. Switching mouse input from Raw to windows helped but still I can tell something is wrong. I wish I would of wrote down the 670s optimal settings to compare but I didn't and I may just reinstall it so that I can try and narrow down if it is a setting. I have an Asus VG248qe monitor that is 1080p with 144hz. CPU is i5 3570K, 16GB Corsair Ram, Corsair 850AX PSU, Samsung 840pro 256GB SSD. Going to do some more testing tonight once wife heads to bed and will check back with what I find out.

Forget to mention this is in GTA V.

So I rebooted and restored back to optimal settings per GeForce experience with the 980 and it seems to be running ok but I still have mouse input as window instead of raw. When using the esc key though to set waypoints and such it really lags like my mouse pointer jumps around stuttering.
