Should I make this build or Should I wait until R9 300 and Broadwell comeout?

Hi I am going to buy and make this build

Intel Xeon E3 1230 V3, Sapphire R9 290X TriX 4GB, ASUS H97 Pro Gamer and few other stuff.

Should I buy this build in August or should I stay until broadwell and something like R9 380X Come out?

Would it change the budget too much?

Broadwell is actually out now, isn't it? I think you mean Skylake. Regardless, the 10% power boost from a next generation CPU isn't something major when you are speaking about CPU as powerful as the E3 1231 V3 (the 1231 is like 1 dollar more expensive than the 1230, might as well go with it). Regarding GPUs, if you wait for the next strong GPUs to come out, you are going to wait for an indefinite amount of time, since there will always be strong GPUs coming out. If you really feel like it, wait for the 300 series, but I don't know if I would do that.

One of the computer stores here( sri lanka) Has said that r9 300 would be out in few weeks. And they are no longer selling r9 200s. Btw Haswell Refresh=Broadwell?

If so, then wait for the 300 series. I've not heard any news of them coming out (then again I haven't really looked for that sort of information) so I assumed that they were still some months away. Regardless, I think Broadwell focuses a lot on mobile CPUs instead of desktop gaming CPUs. In other words, Broadwell isn't really more powerful, it's just more efficient/allows for longer battery life. There's an article about it on the homepage of Tom's hardware, you might want to read through it if you are interested, I didn't really read it, I only took a look at what it was about, so you might be able to construct a more informed opinion on the matter by reading it yourself.

Actually in sri lanka there's only one store which sells sapphire cards. I am so confused. I sent them a mail ans they said that r9 300 would be out in few weeks. I am so confused.

Btw what is skylake?

If they are saying that they will stock on the cards soon, then they probably will. As to Skylake, I think later this summer Intel will release their new processor line, which will be named Skylake. Generally, every new generation is about ten percent faster and 10 degrees cooler in terms of temperature - Ivy Bridge (3000 processor series) is about 10% faster and cooler than Sandy Bridge (2000 series), while Haswell (4000 series) are 10% faster and cooler than Ivy Bridge. The same way, the predictions are that Skylake will be about 10% faster and cooler than Haswell. Broadwell was different because it was mostly aimed at laptops and small devices rather than home PCs.
