Windows Vista "Driver Signature Enforcement" Boot Problem

Hello all,

So this is the first time I post here, so I'll be as thorough as possible in hopes of getting to the bottom of this. Because this is a boot problem (and what I am assuming is a Motherboard problem), I hope I am posting this in the correct section. I really appreciate all and any help I can receive :)

So backstory:
In 2013, I bought some new peripherals in order to improve my gaming experience. I bought a "Razer DeathAdder" (Kinda regret it, but whatever) and a "Perixx PX-1100 Backlit Gaming Keyboard". I installed their drivers and everything seemed to work okay. However, around June of 2014, I encountered a couple of problems at boot up with my mouse+keyboard. I spent a couple of days trying to figure it out, and I was advised to install "ReadyDriver Plus" to permanently disable "Driver Signature Enforcement". It seemed to work like a charm, solving the issue of my mouse+keyboard not working at boot up.

However (and I am only learning this now), it seems that some programs don't run when you disable "Driver Signature Enforcement" (i.e. EasyAntiCheat). I uninstalled ReadyDriver Plus in an attempt to solve the issue, but I had no success. Now, I have to manually press F8 at bootup and select "Disable Driver Signature Enforcement" in order to have both my mouse and keyboard work again. In addition, selecting to run Windows Normally causes my mouse+keyboard not to function at bootup (even though they are both lit up w/ power).

Now, here's where my mind starts to boggle a little bit. Before I upgraded my peripherals, I used to have a USB keyboard and a PS/2 mouse. They both worked fine, and didn't need me to disable Driver Signature Enforcement. However, now that I have upgraded to the DeathAdder and the PX-1100, the old keyboard that used to work fine doesn't work anymore unless I disable Driver Signature Enforcement. The PS/2 mouse still works fine though, which leads me to believe this is a Motherboard problem. I think something is wrong with my USB ports, which would explain the problems I have encountered with my USB keyboards and mouse (and as expected, my PS/2 mouse still works).

I was advised to run "sigverif.exe" to check which drives were experiencing signature problems, and my assumptions were correct. The drivers that come up as unverified are:
libusb0.dll
libusb0.sys
tap0901t.sys
libusb0.dll

I am no expert, but my guess is that "libusb0" is a USB port driver.

Attempts:
"sigverif.exe" is as far as I have gone in an attempt to solve this issue. Someone told me to flash my BIOS, but I don't have a floppy drive and I feel like that would only cause more problems than it would solve. I have absolutely no clue where to go from here: I have installed the latest version of Windows Vista, I have tried restoring my system to as far back as I could, I've tried running Windows' "Boot Up Repair" service or whatever they call it; nothing seems to work. I am running out of options here, and I would love to hear what you guys have to say. Because my computer still works when I disable Driver Signature Enforcement, urgency is not a priority. However, I would love if I could get to the bottom of this. Thank you so much!
