I just bought assassin's creed black flag on steam and jumped on to only find out that the game lags ALOT. 20-30 fps average. Ill list my specs below but I am sure that hardware may not be the issue as I have heard of this problem on even high end systems. Please help! Thank you! :)
Specs:
CPU: AMD Athlon 5350
Motherboard: Gigabyte GA-AM1M-S2H
GPU: Sapphire Radeon R7 260X
PSU: EVGA 500w
RAM: 8GB Crucial Ballistix Sport
HDD: 1TB Seagate Barracuda

You have an extreme low end CPU and a lower midrange graphics card, you're not going to get great performance in any Ubisoft game, as they tend not to be so great at optimizing their software. If you want good performance, you're looking at a CPU and motherboard replacement, the AM1 platform's CPUs simply aren't cut out for high end gaming, they're designed for web browsing, office tasks, video playback, and maybe playing some very old or very undemanding games.
