Closed loop or Custom water cooling

should I get an all in one to cool my gtx 970 and then another to cool my 4690k or should I spend the extra $200 to get a custom loop (btw Im already going to pay $200)

I got the card recently and it runs at 70°C when Im gaming and I want to overclock the GPU not the CPU but if I am going to get a full loop I only have to pay an extra $30-$60 for a waterblock, so why not right?
 
I realize to some, water cooling is a hobby in and of itself rather than a necessity, however I tend to be more frugal (and more cautious; like I said air coolers don't take leaks in people's cases). GPU temps of 70C, 80C, even 90C are not unusual, particularly in hard-working, overclocked cards. Improving your case airflow may bring it down some too.
