Bios reads 8 gigs of Ram, System in O.S reads 12 gigs. Resource Monitor reads 4 gigs reserved

As title said. Dunno why this happened all of a sudden, last time I had this problem, reloading the OS fixed it. I checked the Ram Seats, swapped the cards around to make sure the seats are reading, and they are, narrowed the problem to the one card that just wont read in Bios, but is seen and even resource allocated to hardware in the O.S. What must I do to fix this issue? I tried reseating that particular ram card many times in different seats. I tried unhooking the 24 pin and letting it sit down and then put it back in. I tried changing the rams voltages and settings, I tried swapping in different ram, all of them read perfectly.

OS reinstall my only option now?

Yes I ran it. It shows below in the bottom portion of the screen all 3 modules. But it will only test 8 gigs of it. Which passed. Thing is this sorta thing happened before, and when I reloaded the O.S, all 12 was reading again. I dont understand why this is. This is a x58 Motherboard from Alienware pretty much.

Alright. This is what happened, ill make it funny, hopefully someone can tell me WHY this happens afterwards.

Rogue Ram: Im independent and do what I want! Gonna hide the memory I got from Bios and use it on the hardware because I want to! But then I wont do anything at all, and just be lazy, cuz I can.

Me: Really had enough of your B.S, you wanna hardball?

Me with Deadpool voice impersonation: Fiiine then.....

*Takes out the 2 ram modules not giving me issues*

Rogue Ram: Wait where are you going!

Ram 1: Your about to get pwned.
Ram 2: Lol sux to be you.

*Proceeds to turning the PC on with only the Rogue Ram placed in, PC runs and powers down on its own a few times. Power it down, placed the ram back in*

System gives a overclock warning, reset to defaults. Went back into Bios, all 12 gigs read now, in the O.S, all 12 gigs being read. Resource monitor amount of ram Hardware held is a measly 10MB.

Could anyone please explain to me what causes the Ram to somehow get written to allocate its entirety to hardware reserve? Whoever can explain it the best gets my answer vote.
