Is my PC build powerful enough for Max settings on most games?

I am looking to purchase a complete set up from pcspecialist.co.uk and I need advice on whether it is a good enough rig or not for playing games such as arma 3, skyrim and GTA V on high to Max settings on 1080p at 60fps? My budget is around £1300 including monitor, keyboard and mouse. Here are the specs:

Case: NZXT H440 black\red
Processor: Intel i5 4690k (over clocked to around 4.4ghz)
Cooler: Corsair H60
Motherboard: ASUS Z97 pro gamer
Ram: 16gb Kingston hyper-x fury 1600mhz (2x8gb)
GPU: Nvidia gtx 970
PSU: 650 watt Corsair CS series
Hard drive: 240gb Kingston v300 ssd
2tb 3.5" SATA-III
OS: Windows 8.1
Monitor: BENQ RL2455HM 24" LED gaming monitor
Keyboard and mouse: CM storm devastator bundle

I do not plan on streaming, video editing or anything like that. Just strictly gaming. I am new to this, never had the money until now.

As long as it can run most games I'm happy, looking to upgrade the graphics card in the future but for now I'm just hoping this is a good starting point, always wanted to get into pc gaming.

The overall package is around £1300, the system on its own is £1100 I think?

16gb of ram is a bit overkill for gaming but it doesn't hurt especially if you like having some things running in the background while you're gaming.
you could probably save a few bucks by dropping the water cooler down to a $40 air cooler
Id check that psu out a bit more, the corsair psus are hit and miss with miss being more often unless you're getting the enthusiast ones
see which "3.5" SATA III" youre' getting, make sure its a decent brand and at least 7200rpm
As is, like James Mason said you shouldnt have a problem running 99% of all current games on high to max.
I have a 4690k with GTX 970 and I get 40+ fps on witcher 3 with max settings and 60-70fps on GTA V max

I thought corsair were meant to be a good brand? The 2tb hard drive is 7200 rpm not sure on the brand though. Would an air cooler still be as good as liquid cooling? I need the machine to be quite quiet.

If you need super quiet then I'd probably stick with the liquid cooler, only reason to change from it would if you need to save a few bucks.
The Corsair 650 CS is a tier 3 PSU, not complete junk but I don't think it's meant for overclocking and heavy gaming. (http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html)
