the title says it all please help, I'm upgrading to that cpu soon so I'm going to want to overclock it. I decided to get water cooling for it but I don't know what to get, air cooling is too clunky.

But the thing is, I don't like custom loops because they need to be maintained. All in ones you can just forget about it. I've seen benchmarks and there's only a 1-2 degree difference

It's just I don't want to maintain it, Like drain it... Clean it of algae it's just an all in one seems so much easier

If I wasn't going to get that.. What would be the next runner up?

If you want a cooler that doesn't need maintenance, you better forget about water cooling all together. You will always have to take care of it, no matter if it's expandable or not. And then the 240x has no downsides to a H100i or H110 - it's quieter, less expensive (here at least), cools better and is expandable, which is a plus. You don't want to add a gpu block later? Then don't do it.

But then again, what you're looking for is not a water cooler as it seems. You WILL need to maintenance it and you will need to take care when moving your pc.

Custom loops have all these things that have to be taken cared of and I have no idea how to do it first of all. Also an all in one cooler, all I have to do I just blow out any dirt or dust that gets into the fans or radiator It's so much simpler than draining it and all of that stuff

The H240x is however not a custom loop, that would be a contradiction in itself. Something prebuilt that is the same for every buyer can't be custom. A custom loop is what results if you buy a pump, tubes, lubricant, fans, possibly peltiers, etc yourself and put them together to work as one system - a loop you built yourself. The H240 is nothing like that, it's an All in One water cooler like the H100i/H110, just that it's quieter, cools better and that you can add additional parts later on.

Also, cleaning dust out? That's what you'd do with an air cooler. You barely need to do that with water coolers as the only parts that can accommodate dust are the fans. What you will need to do though is refilling lubricant (vaporization is real), clean the tubes and possibly tighten screws once in a while as water coolers usually rely on high pressure You won't need to do that often - maybe once in two years, but you wouldn't have to do it more with a custom loop either.

So how do I refill it? Is there like a cap on the top or something and I can pour distilled water into it?

You won't need to worry about that too soon (maybe in three years of constant use unless your pc stands directly facing the sun) and filling it up is quite easy anyway: https://www.youtube.com/watch?v=W7BdBPSx92M

Yes, it's more expensive than the H110 but is well worth it's performance. If money, noise and performance are all important to you a noctua nh-d15 would be your best bet, even though being a clunky air cooler.
