EVGA GTX 970 FTW Fans start to spin on boot, then stop and start and stop etc.

This is only my second build so bear with me if I am a tad bit slow on terminology.

So I am making a custom water cooled loop for my new pc and I was trying to make sure that the mobo posted before I put on the blocks on the 2 gpus and the mobo. After i wired everything up ( 24 pin and the two pci cables) and put in the ram and the cpu cooler that was just a cheap one i bought to test boot prior to the build, the gpu fans would start and stop continuously. I even attemped to remove one and run with single gpus with both gpus, and still the same thing.

The specs I am using:
Asus Rampage V Extreme Edition
Intel Lga 2011 v3 5930k
2x EVGA GTX 970 FTW Edition
1 480 gb Intel 730 series SSD
Corsair Vengeance LPX 32GB (4 x 8GB) DDR4 DRAM 2666MHz
Corsair HX1000i PSU
Cooler Master Hyper 212 EVO - CPU Cooler with 120mm PWM Fan\

Also the error code on the motherboard reads out to 00 with Asus has so brilliantly told me through the manual, means nothing.

PS: I cannot run without the gpu because this motherboard lacks integrated graphics capabilities

Make sure that the 8 pin power cable is connected to the motherboard.
