just built my first pc, but im having issues now. Help would be great

This past Sunday i built my first PC with help from a friend. Everything was great. I got steam loaded, iTunes, etc etc. last night after loading CS5 and playing some CS:GO, i went to put it in sleep mode like a always do as i was going to bed. For some reason the screen would go dark then come back up at the log in screen. So i rebooted it and got the BOOTMGR is missing. So after looking into it, I made a bootable thumb drive with the recovery ISO, and it booted up and everything was fine. but after uninstalling CS5, as i thought it was the cause, i found out that the proxy setting are screwed up with chrome and i cant get steam to connect to the internet. I have no idea whats going on. also im on win7pro, and have admin rights. Any help would be great.

Open cmd (command prompt)
Type in
Ipconfig /release
Ipconfig /renew
Ipconfig /flushdns

Also reinstall your chrome browser if you cannot remove the proxy settings

If the above steps dont clear your proxy settings:

Run a full virus scan using something like malwarebytes while in safe mode with networking and after the virus scan is complete, try to remove proxy settings from your browser

i tried both....same story. Unfortunately it didn't work
