Good PC build, low FPS.

I'm sure you've probably seen 2 billion posts around the net talking about how their new build (usually a pretty good one) can't run games at high fps, even with low settings. I have this problem as well.
I play hawken (or at least I try to) and the fps is around 20 on an average deathmatch. (low settings). I can't shoot properly and it is really starting to bug me. It would be nice for one of you guys to help me with my problem. Anyway, here are the specs:
Motherboard: asrock h97m pro4
GPU: Radeon r7 240 2GB
CPU: Intel Celeron 2.9Ghz 2MB g1850 (Might be the source of my problems)
ssd: OCZ ARC 100 SATA3 120GB (I have a 1TB internal hard drive for storing bulky stuff like videos, but it isn't connected to the ssd at all.)
RAM: 4gb (might also be the source of my problems)
Case: Thermaltake versa h22 with 500W psu
OS: Microsoft Windows 8.1 Pro (64 bit)
Please tell me if I'm missing anything and I hope we can find the solution to my problem.

EDIT: The graphics card is actually called the Gigabyte Radeon R7 240 2GB OC

I wouldn't say that it is. Considering the game is in alpha stages, it's likely it's just not optimized well enough.
Your CPU is a dual core, which is what the game says as a minimum requirement. I don't think it's a huge problem.

Yes, I do have Starbound and, ironically because of your username, Garry's mod. Both of them work better than good, and I seem to recall gmod going to 120fps or somewhere around there while I was playing local with my friend. Hawken, on the other hand, is 30 fps on standby/Menu.

Multiple maps, gamemodes, settings, you name it.
But I know that other people are running hawken at 120fps on multiplayer. They had better specs than me, but 20-30 fps is a bit low, even for my specs, don't you think?
 
Yeah, that does seem low.
The game is patched right? What am I asking, of course it is...

I'll look into this and see if there's a solution. Give me some time.

Also, tried changing drivers for your GPU?

I doubt that will make the game look any better though...

But try it out.

EDIT 2: I see it's an early access game. Wait around a while. The devs will probably release a better version that properly utilizes the GPU. I see that many other people with high end configurations can't get proper FPS either.

Sorry for the inconvenience, apparently there are multiple types of the gpu I mentioned, so I found mine exactly. It is called the Gigabyte Radeon R7 240 2GB OC. No, I don't think I have that driver. I'll check it out.

Okay, found out that the driver did indeed help. Only by 15 fps though.
Don't get me wrong, that is quite a bit and I appreciate your help, but I'm pretty sure my build can go further than 45 fps standby.
If you want, I can mark your driver comment as the answer or you can continue to help me. It is your choice.

OK, for some weird reason I gain 20FPS by making the window a small window (not fullscreen). I'm confused now. According to the information I've gathered, my hardware is fine (this includes the ram, cpu, and gpu), but for some unknown reason it isn't getting high enough fps.

OK, been a while now, but I have made a few progresses.
My processor is now i5, i5-4690 to be exact. I overclocked my GPU and juiced a few fps, getting up to 45 fps in game, which is awesome. I just upgraded my PSU as well, to the Antec HCG-750m.
