Computer gets 169 ip after connecting to internet. How do I fix this?

This problem has been happening to me for over the past few months. Whenever my computer goes to sleep after I don't use it for 5 minutes or so my wireless ip changes to 169. It is not the problem of the router as it does not happen to anyone in my family that uses the router. This problem only happens to me. This problem also happens at other places not just my house. For example it happens at school and at my friend's house. I have tried giving myself a static ip but it does not work. I have Windows 8 x64 and my computer is a HP Envy TS 15 Notebook PC.

First run anti-virus and malware scans on your laptop using current/updated software.

Second, "google" the full IP (169.x.x.x.) and see what information comes back.

Third, boot into safe mode and see if the problem still occurs.
