Ok, So I've been looking all over for about three days trying to fix or at least figure out whats causing this and nothing so far has helped or even really come that close to what's happening.

First off my laptop specs are
Asus Notebook Q550L
HDD: 1TB 2.5 5400R SATA
Processor: Intel Core i7-4500U
RAM: 8 GB
OS: Windows 8.1 Update 64-bit
GPU: NVIDIA GeForce GT 745M

About three days ago I launched Fallout 3 wanting to play some since Fallout 4 was just announced, I was only playing for about 5 minutes or so and it crashes, As it does occasionally, But this time it crashed in a way that prevented me from clicking anything with my mouse, track pad or even my touchscreen.
I couldn't even use the Task Manager to end the fallout process and my whole PC was pretty much frozen, So like an idiot I decided to hard power off my laptop by holding down the power button.

Bad idea, Because when I tried to turn it back on the Asus logo screen came up like normal with the little loading spinning dots, But then it goes to a completely blank screen, No mouse, Nothing is flashing it's just blank and then after about 10 seconds of that the backlight goes dark as if the laptop is off, But all the other lights are on and I can't do anything besides turn the laptop off by holding down the power button again.

I can get into Safe mode by going through the WinRE menu, But that's the only way it'll boot, Since I got Safe Mode working I thought maybe it was a virus and ran some scans, But when NPE wanted to restart the laptop in safe mode it did the same black screen thing, Except without the backlight going out.
I've since tried to refresh the laptop and it would only give me the error message "The hard drive where windows is installed is locked".

I really have no clue what is causing this or what its even really doing, So I don't know if this is the right place to post this.

I'd really like to get this fixed quickly as I work off my computer and have some important files and many files that mean a lot to me emotionally, If anyone has a way to fix it without completely wiping it and reinstalling windows I would love to know how, But if not that's okay.

I'm sure i've forgotten to include more about the situation, But my thoughts are quite scrambled at this point trying to figure this out. Anyway Thanks for the help.

There is an extensive post on TomsGuide that may help your issue. http://www.tomsguide.com/forum/id-1852187/drive-windows-installed-locked.html There are many steps included here that can harm your data if not performed correctly so I would recommend booting back into safe mode and copying all of those important files you referenced to an external drive to safeguard them.

In reading the page, one of the easiest tests may be checking your BIOS to ensure UEFI settings are turned on.
