Ethernet Connection Cap and Random High Latency

I have tried virtually everything, I have spent entire days on google, entire days downloading, configuring, and tinkering with programs, hardware, and software abroad. I am at an ends, and I have no idea what to do anymore.

Just recently is has broken into 2 major problems instead of one, with this brand new purchase of a Comcast XFINITY modem.

1. My Ethernet connection, for some random reason, is capped at 2-9 Mbps (speedtest). I am paying for 30mbps and my ethernet has reached 30mbps before this new modem.

2. My wireless connection, NETGEAR Wireless Adapter to be specific, reaches 30mbps on speedtest with ease every single test, but also has a major problem: After any given time of use my ping will skyrocket to 500+ latency.

It is stuck on 10.00 Mbps Full Duplex when I know for a fact the ethernet cord I am using can reach 30 Mbps. This all started immediately after I bought and plugged in my new XFINITY Modem from Comcast. When I call them they are useless as usual.

Ethernet supports 10, 100, and 1000. When you say your cord/card supports up to 30Mb, that makes no sense. It you're connecting at 10Mb, something is wrong. Bad network cable, bad network card, bad network port, bad driver, or someone configured your network card or switch to force the port rate to 10Mb.

I see... Well, all I know is my previous XFINITY Modem allowed my ethernet cord to reach 30 Mbps with ease. Now, with this new Modem, I can barely pass 10 Mbps. I try to look into buying a new cord. Maybe the new Modem doesn't support my current cord anymore?
