Wi-Fi causing me cancer. Help ._.

I am using an ASRock H97M-ITX/ac

My internet speed is 2 up, 0.04 down (Mbps)

I get 40 up and 20 down on my iPhone. Both at the same place.

I have an:
Intel i5-4690 CPU @3.5-3.9GHz
8GB RAM
Realtek 8821AE Wireless LAN 802.11ac PCI-E NIC <---- Can't find the update for these drivers. Only can find it on the ASRock homepage. Not really updated still though.

Things to ASSUME:
I do not have viruses.
I can never use Ethernet.
There are no materials blocking my router. Basically, it is also centered and elevated.

Just want to know what fault is it. Motherboard? Driver?
 
well, first of all you've got a wireless N router and an AC nic. not that that would REALLY cause all of your issue but it could cause some. generally you want to match wireless networking cards/nics with your router so as to not overspend and under perform.

for example i have a N600 wireless N router, which means my 2.4/5.0ghz connections are limited to 300mb/s; so getting a wireless adapter for a PC in my house better then N600 is a pointless waste of cash (besides my pc is plugged into my router anyway). furthermore wasting $$ on an AC adapter is also pointless. Not that any of that helps you but we're laying the groundwork for your replacement nic

because that's what i wanna tell you to do. replace your wireless adapter with something that matches your router better. furthermore you're on a "business" class router, which prioritizes security and reliability over speed. the max speeds for that router are VERY poor. From the reviews i'm seeing online that router seems to be basically junk. Expensive junk, but junk none the less, so it puts me in a bind to explain what your problem is.

Part of me wants to tell you to ditch the wireless nic, and get an actual PCI card wireless adapter, the other part is saying your problems are likely due to a bum router.

Don't be rude. Nobody here knows anything about your knowledge level and given that you were unable to find drivers for your wireless LAN and the fact that you were generally unclear about things you've tried, it was difficult to give anything more than a guess. You may have found better help asking in a forum using your native language - sometimes language barriers make it hard for people to understand exactly what the issue is, especially on a technical issue.
