Crossfire clock speed problem (2 different aftermarket brands)

Okay guys, here's my problem. I'm trying to crossfire 2 280s, one xfx and one is gigabyte. The xfx is in the first slot 16x and other is in the 8x slot. Everything seems to work, except the split load and clock speed. When I set the clock speed on the two cards, I chose 1000mhz for each card. Now when I load up the game, for a while it stays at this clock speed, until the gigabyte "turbo" shit kicks in and reduces the clock speed by a certain percent (down to 893 every time). This causes uneven load and the gigabyte card has to take more load. The normal clock speed of the gigabyte card is 1072 turbo and 950 core. It seems like what I am setting in CCC is the turbo speed and not the core speed. Then what happens is CCC try's to match the clock speed, but it uses the turbo speed of the gigabyte card and it keeps down clocking to "core". It is not a heat problem btw, both cards have big fans blowing on them and never reach 70. Anyways, anyone know a way to stop this shitty turbo throttling "feature"?? Also if I'm dead wrong please do help me.
