Using your list posted:

* AMD AM3+ FX-6300 SIX CORE 3.5GHZ 14MB - 5600
* GIGABYTE GA-970A-DS3P DDR3 AMD - 4000
* CORSAIR VENGEANCE PRO 8GB (2x4) 1866Mhz - 4400
* R7-265 2G GDDR5 128BIT - 7500
* WD Blue 1 TB - 2500
* GAMER CASE TWO HUNDRED - 2950
* Corsair PSU 550VX 550WATTS - 2900
* SAMSUNG DVDRW DUAL LAYER SATA (OEM) - 900
* WIN SL 8.1 64BIT ENG INTL 1PK DSP OEI DVD 4000

Total ~34800 if my math is correct.

I would like to get you up to 270/270x GPU, but it is just too much for the current system with Windows 8.1 included.

You need to specify what parts you already have. Do you need a copy of Windows? Mouse & Keyboard? I know computer components are more expensive in the Philippines... Can you post a link to one of your computer stores where you wish to shop at? It would be easier to create a list of parts from the store where you plan to shop at.

Now obviously you probably won't have the same parts options listed above, but this should give you an idea on what to look for.

Generally if you have a decent CPU ~$100 or so, you should spend about 1.5-2 times on the GPU to have a good budget gaming rig.

Here is what I look for in a gaming PC:

* CPU - One that can do what you need a have a bit more room for more later.
* RAM - At least 8 gb's of RAM, preferably 2 x 4 gb's set to take advantage of Dual Channel.
* Mobo - support the CPU you want/need and have at least on board USB 3.0 connection for the front panel of the case (my personal preference). Also possibly have an upgrade path, if you desire/need to get more power in the future.
* HD/SSD - I prefer an SSD (240 gb or larger), but it isn't always a cost effective option.
* GPU - as much as you can afford to get the most gaming FPS for your $.
* Case - One that has at least 1 x USB 3.0 front port and has decent cooling capabilities/options.
* PSU - Buy a quality PSU to power your parts. At least 80 PLUS Bronze Certification as a minimum.

is it okay if i change Fx 6300 to 8350 or i5 4590?
and does dis fit r9 280x into NZXT GUARDIAN 921 RB?
memory: OKAY
HDD: OKAY
SDD: ? is it prefered?

Okay let me try and answer your questions:
1) is it okay if i change Fx 6300 to 8350? Yes you can, but not with the Mobo I listed. If you jump up to the 8350, I would recommend a different Mobo to power that CPU (it requires better/cleaner power for it).
2) or the i5 4590? Yes you can, but you would need an Intel Mobo for that CPU.
3) and does dis fit r9 280x into NZXT GUARDIAN 921 RB? It might, but I'd have to see the dimensions closer. I would opt for the Corsair 100R/200R, if they were available (they would fit just about any GPU out).
4) RAM and HDD are good options.
5) SSD is my preference. It isn't need, but I prefer it. They are spendy and not necessary, but that will be up to you and your budget. I would rather get a better CPU/GPU then spend the $ on an SSD (when the budget is tight).
