AMD 290x GPU usage jumping 100% to 0%

Hi, i just bought new Asus 290x card and when im playing my gpu usage is dropping from 100% to 0% in every 30seconds Like this
And is it normal that its dropping like that? Getting fps drops from 100 to 30 for a seconds, pls help :(

Processor. Intel Core i7 4790K
Cooler. H100i Water cooling + 6fans
Graphics card. R9 Asus 290x
Motherboard. Asus Maximus VII Ranger
SSD. Samsung 840 Pro 256gb
Ram. 16gb Kingston DDR3
OS. Windows 8.1 Pro
Power 550w XFX

 
Solution
This odd but if you alt tab windows GPU this normal to usage change.
Anyway main problem solved no more fps drops :) - PSU changed.
About GPU usage if changing without off alt tab, can be still some drivers / windows issue if Driver Sweeper no help your last resort is fresh Windows install * format system HDD partition and install fresh system - this solving 99.9999% drivers / system issues ;)

GPU temps are on the pic but maximum 79 and normally 70-79 when in game idle 45

Im using fraps where i can see my FPS and im seeing fps slowdowns

as you can see in your imgur gpuz picture GPU load is more stable too than mine, that is the problem
 
Sorry I see now temps are OK.

Run http://www.ozone3d.net/benchmarks/fur/ and check for GPU usages drops, if you do not have any, but in game have.
Your PSU probably have problems to keep stable 12v on heavy load.

Software cheeking under Windows can be inaccurate.
Use multimeter to check : https://www.youtube.com/watch?v=Or7_Za_dYBE

Your CPU + GPU on heavy load need around 400W-450W
Mobo, SSD, Rams Cooler, fans. ~ 50-80W
450W-530W your PSU is working on upper limit all the time.

Done, in that benchmark GPU usage was stable 100% but in games still jumping 100-50-0% + FPS drops

In that case you do not have problem with GPU, except PSU can be drivers problems.

Use this http://www.guru3d.com/content-page/guru3d-driver-sweeper.html
And follow instruction :
Use the official uninstaller(s) of the driver(s) you want to uninstall.
Reboot your PC in Safe Mode.
Run Driver Sweeper and select what to clean.
Analyse lists all the entries possible to remove, cleaning removes the entries selected.
Install fresh drivers.

Anyway ask someone with multimeter to help you check 12V line in you PC PSU.

I did that yasterday deleted everything with same program and deleted gpu tweak aswell then reinstalled asll back still same problem. So can we be sure that its the PSU what is messing up?
 
Best is check on multimeter to confirm this but most liekly this is PSU issue.
If you can test your GPU on another PC, or borrow better PSU to confirm this.
You can also try under-clock GPU decrease Mhz and Vcore.

You can also
Unplug all additional Fans * they drain from 12V rail, under-clock CPU and run some games, to check GPU Usage/ FPS drops.
*Test PC on open case, and left fans on CPU cooler ;)

I saw so much effort doing all this overlocking cpu to 5ghz with right voltages, im just gonna buy new powersupply tomorrow
