amd or intel for my friend £400 with monitor so he dont buy ps4

i live in uk so all price in pounds, my friend is buying ps4 but i talked him out that shit.
he can only afford £400 might go little higher but i need a full complete rig with monitor , no keyboard or mouse or windows i can install linux.

i have a good pc i mean i7 with 970 but for him i only need pc that can out perform ps4 and play gta at low, i know £400 is not much money.
i dont mind a used part if u can find one.

last year i chose my rig from the help of this community so i hope u can help my friend too.

i cant decide which way to go amd or intel, on ebay there are lot of new rigs with out monitor for around 300 but almost everyone of them is amd apu.

I have curated together a list of components which assembles to become quite a powerful machine considering the somewhat low £400 budget, especially as this is to be a gaming machine. Personally if your friend desires a PS4 then he should purchase the video console; if he later despises or regrets computer gaming, he'll put the blame on you for persuading him. With £400 the console will provide better graphics and a steady frame-rate compared to what a computer can do for £400, bearing in mind your aim is to allow your friend to play GTA V at low graphical setting.

Regardless I have put together a system which should be capable of playing GTA V at normal-to-high (not "very high") graphical setting, this has been possible as a result of...

at that budget he is way better of the ps4 why get low settings when you can get a guaranteed med-high 30fps

I would definitely go with the FX 6300 (if you want intel, go for the i3 4160 - you need at least four threads for next gen) and maybe the GTX 750 Ti, if possible a better GPU, but definitely not below those specs.

I would also recommend Intel for a stronger single-core performance from the CPU, however due to the budget both an AMD CPU and GPU has been incorporated into the build.

The total price comes to £402.06 which also includes a 21.5" Acer 1080p monitor. Of course you have all your other components as expected, such as 8GB DDR3 RAM, a 1TB hard drive and a quality power-supply (the EVGA 500W 80+ Bronze). What I'd like to point out is the graphics card which is included in the build, the AMD HD 7850. The graphics card performs on par with the NVIDIA GTX 570, 660 and AMD R7 265; the selected GPU also outperforms the NVIDIA GTX 750 Ti and is almost similar in performance to the R9 270 (based on the TomsHardware Graphics Card Performance Hierarchy Chart). I have also chosen the GPU for it's 2GB video RAM, which will be ideal for rendering games on a 1920x1080 display.

For the price, I believe this is the best build you'll find which also includes a monitor. You should note that the price does not include an optical disc drive however.
