Yes, for 2 reasons:
1. If your frame rate goes beyond your refresh rate, then you will experience tearing.
2. Even if you have 100fps on 60hz, all your display will give your eyes is 60fps. So capping the frame rate allows the GPU to have less load = less power and heat.

Some games have to option to cap your FPS to 60 without having to Vsync turned on. He wants to know if there is any point to enable Vsync even if there is an FPS cap to 60.
