Can't use full ram capacity

Hi,
I've just installed 2x4gb ddr3 ram on my pc and it appears that I have only 3,96gb that I can use. I have windows 8 64bit. I used to have 2x4 before these. Can someone help me?

Don't think it's bad slots. I placed them at 1st and 3rd slot

Are you looking at installed ram or available ram?
Installed ram and available ram are 2 entirely different things.
Installed ram is the total of all installed ram.
Available ram is after windows is loaded into ram plus what ever programs you have running in ram.
I have seen people with 3 gigs taken up by 27 firefox tabs being open. And they complain that their computer is slow because they only have 4 gigs of ram installed.
