Overally system running slow after installing a new GPU?

Hello, recently I installed an R9 270 GPU in my desktop, and for some reason, everything has been going more slow than before when I only had an AMD 760g chipset in it.
I would think that all my other specs are good, and it could be a hard drive problem as I have heard that uninstalling the old driver's would fix that solution, but I want to properly install all the unneeded drivers from my 760g chipset and would like a proper way to go about it without making things worse.
Also here some critical specs:

  • WD Blue 1TB 7200RPM
    AMD FX 8350
    16 GB DDR3
    Corsair CX500M PSU
    R9 270
It's been like this for over a week, and just about everything has been working fine.

PSU is probably the issue. That PSU is a poor one and might be slowing the rest of the system down for lack of power.

Inadequate power won't slow a system. It will stop it.

It doesn't have to crash and blow up. It can just cause the system to be unstable and throttle itself.

Well here is an approximate of what that gave me:

Using 100% of the CPU and 100% performance.

It's still fine for the minimum wattage.

Also, if I did need a bigger one (I'd rather not as I did just get this one a couple months ago), is EVGA any good since I hear it's mediocre compared to Corsair.

Windows 7 home Premium.
These responses are a bit late since my desktop computer is that bad that it takes 10 minutes to load a webpage, no a exaggeration there.

Try reinstalling windows
Remember to backup your files!

That's not possible at the moment. One of my backup hard drives broke due to some circuiting failures, I assumed (I made a thread on this a while ago). I replaced the board but the amazing idea of mod chips locks me from using the HDD well, so now I have to solder that thing which I don't have a soldering device at the moment.

Download MSI afterburner and find out all your temps and make sure your CPU and GPU are in the correct temperature range.

Failing that reinstall your windows 7 and start fresh.
