Here is what i'm willing to spend on the different components of the computer:
CPU: $0--$140 (preferably Intel)
Motherboard: $0--$85
RAM: $0--$60
Video Card: $0--$125
Storage: $0--$70 (Would like 1 TB but anything higher than 320 GB is fine. 7200 RPM also a plus.)
PSU: $0--$60

The max i'd like to spend would be $540 or lower.

Any recommendations as to how I can save more on the Video card? I don't think i'll need 3 GB of video memory.

Are ASRock motherboards good? I heard that Asus motherboards are the way to go. Sorry for the restrictions I'm trying to do this on a very tight budget lol. I was even hesitant to make my max price $450. Please help me out if it's even possible for a $450 or $475 Gaming PC.
