Should I bother?

I have been wanting a new computer so that I can play World of Tanks and other games with better quality settings & reduce incidents of severe lag. Currently I have been using a Gateway NV53 laptop, but even on the lowest settings it heats up (180F) and lags.
So, it would take me a year to save the $1.5 - $2k I'd need to purchase a decent gaming desktop. In the meantime, do you think that if I bought a budget desktop like this (Dell OptiPlex 960 SFF / Core 2 Duo E8400 @ 3.00 GHz / 8GB DDR2 / 1TB HDD/DVD-RW/WINDOWS 7 PRO 64 BIT) for $200, I'd get some improved game-play while I save, or should I just put the $200 in the pot for the higher end desktop?

You should be just fine playing World of Tanks and many other games with a $600 - $800 desktop... so I would wait and build one then.

If you are really wanting something sooner, then I would suggest building a $400 - $500 system that offers the ability to upgrade later on. Or maybe getting an APU that costs more and suffering through a bit til you can get a decent GPU.

After looking up info on the game, people are saying it is CPU intensive...so an APU should tide you over with the game til you can chuck some money into a GPU.
