Need advice on my PC and possible OC help

Hello, first of all, thanks for taking the time to read this. I need some help as a beginner jumping into the OC world and I was wondering if someone could give me some answer?

CPU: AMD FX – 8120 Black Edition – Eight core @3100 MHz
CPU Cooling: Cooler Master 212 Hyper Evo
GPU: EVGA 760 GTX
Motherboard: Biostar – TA970XE
RAM: 8 GB.
Case: Antec 1200 (original, not the V2 or V3).
Power supply: 600
OS: Win 7
Using the “Towerclocker” by biostar, I got the cpu up to ~3.4 MHz.
-"Current" numbers from towerclocker: ~3401 MHz; Bus speed 200 MHz; Voltage ~.996V)

So my question is this: I am trying to play games like Arma 3 and Witcher 3 but I am stuck low FPS and mehk quality. I know that my PC is mid-level at best and I am not expecting to play everything on ultra. But when I use “detect” on most of the games that I play, it auto-sets my game settings to ultra. When I look at the game requirements for both minimum and recommended, I normally meet or exceed them. So:
1) Is there any advice on anything that I can upgrade without breaking the bank?
2) Would SLI’ing two 760’s make a sigifiant difference?
3) As a beginner “over-clocker” (Using the provided software) is there anything I can do to make my cpu run faster?
4) Is my cpu or gpu bottlenecking Arma 3?

Also: When I am just running Towerclock to just physically monitor my cpu, the multiplier and core speed seem to jump from 1400-3400 MHz. (The multiplier jumps from 7x to ~17x) – What’s up with that?

1) Depends on what your bank is made of...
2) It will nearly double performance
3) The FX CPUs are multiplier unlocked. Your best bet is to increase the multiplier.
4) CPUs rarely bottleneck anymore. If you're not sure, play for a bit while monitoring CPU usage. If the CPU is at 98-100%, it's bottlenecking.

Also: Your CPU is just saving power by decreasing the multiplier and thus the clock speed. It won't do that when it's on full load so don't worry.
