Does a motherboard thatt supports 2400 OC support 2400 MHz RAM?

Hello friends, I was looking as some ITX motherboards today and a lot of the boards say they support "2400 (OC)" in a fashion like this "DDR3 3100+(OC)/2933(OC)/2800(OC)/2400(OC)/2133(OC)/1866(OC)/1600". I want to purchase 2400 MHz RAM, but does 2400 (OC) mean it supports 2400 RAM, or does it mean that it supports 1600 RAM that can be overclocked to 2400 MHz?
 
Solution
It supports 2400 DRAM but need a CPU that can carry 2400 (a K model on Intel) and that an OC of the CPU (MC (memory controller)) may be required
