GTA V 30 fps instead of 60

I'm getting 37-45 fps in game and also in the benchmark. I meet the requirements and I don't get 60fps.Ain't the r9 280x suppose to run it at 50-60? I saw videos of people playing it at 50-60 fps with the same specs. Sometimes the game runs at 90 fps(Mount Chil) and it doesn't even feel like 60fps, it feels more like console fps.

All the Settings in Advance Graphics are on the lowest.
 
Solution
If that is the case, then it's good. It won't be an upgrade, though. But since you're just trying to replace your seemingly faulty video card, and you have the money, then yeah, the 380 is good.

Lol, I forgot about that. I'm running it at 1366x768 in a borderless window.

What is your monitors max resolution, what a waste to be running that rig at the resolution.

Them fps are really odd make sure MSAA is off or x2 and Anisotropic filtering should be max without any fps drop at all.

I have COD Advance Warfare and I have about 50-100 fps aswell as GTA IV. The Omega drivers just cause alot of stuttering and I cant downgrade to 15.4 but 15.5 driver did improve it by +5 fps.

When I go to fullscreen, the game has higher contrast and colors. I can't post a pic of it because for some reason it changes to the regular contrast. Here's a pic of in-game

Going fullscreen makes the game look very choppy and makes the colors look awful but still the same frame rate. I get 60 fps if I lower the resolution to 720p but it still doesn't feel like 60. I get 40-50 fps if I higher the res to 1080p on my tv. My power plan is on high and my gpu temp is 40c. My psu is a CX 600w. There doesn't seem to be a BIOS update on the gigabyte website. It just says 1rst release. http://www.gigabyte.us/support-downloads/download-center.aspx?kw=ga-78lmt-usb3&ck=2 My motherboard is a ga-78lmt-usb3.
 
How about turning down some of the graphics settings down a notch?

Shader - High
Shadow - High
Reflection - Very High
Water - High
Particles- Very High
Grass - High (you're missing out on a lot of detail setting it to normal. The frames might drop a bit, but it looks good).
Soft Shadows - Soft
Post FX- Very high
Anisotropic Filtering - x16 (You're only going to see small or no FPS drops, with this turned all the way up.)

Turn off MSAA. I know you said it makes zero difference, but just try it. Enable FXAA instead.

Turn down textures to a Normal too.

The whole city and sandy shores is at 30-45 fps. It gets to 50 fps when I go somewhere that's not much going on. The car density isn't causing it though. I just tested the game all on the lowest setting and I can't still go over 55. I don't know where to download the 15.4 drivers since amd updated them.

The 15.4 drivers did help al bit. The lowest fps is 45 and highest is 54, but mostly the fps is 49. The Omega drivers is just a whole lot of stuttering. Is there some settings I can change in the catalyst gaming settings?
