Sabertooth Mark S CPU Light On Please Help!

I have just attempted to upgrade my system. The specifications will be listed below. I kept my ssd and cpu from my old build, and bought a new case, video card, RAM, CPU cooler, motherboard, and power supply. The cpu was working completely fine in the previous build, and along with the ssd is only about a month old. I finished putting the new parts together and the cpu led on the motherboard comes on every time I try to power on the system. Nothing is displayed on the screen, and there are no beep codes coming from the onboard speaker. All of the fans and lights come on just fine, including the video card and motherboard fans. Everything was done while wearing an esd wrist-strap attached to the case.

I attempted starting with no video card, to no avail. I attempted to clear the CMOS, but that didn't help either. The cpu cooler was using two 4 pin fans, both connected to a splitter that connected to the cpu fan header, so I tried splitting those up and placing them on the cpu fan and cpu opt headers. That didn't help. I removed the cpu cooler and cleaned and reseated the cpu. No pins/contacts appeared damaged on it or the cpu 8 pin power. I then reapplied the thermal paste and attempted to boot up again with the same results. The last thing that I tried was to take another known working PSU and hook it up to the 24 pin and 8 pin connectors and power it on. CPU light remained on but this time the fans all span at maximum speed.

I'm running out of ideas, and the cpu was working shortly before being swapped into the new pc. Please help me!

Mobo: Asus Sabertooth Mark S
CPU cooler: Phantek Ph-tc14pe
Ram: G.Skill Ripjaws Z 2400 MHz 2x4gb
HDD: Samsung 850 evo 500gb
Video Card: EVGA GeForce 970 FTW
PSU: EVGA Supernova 1000 PS
Case: Thermaltake Level 10 GT Snow Edition

Alright so I took the i5 4690k from my client's computer (working configuration) and installed it into the sabertooth mark s and it doesn't work in it either. I also checked my i7 4790k in my client's computer and it works just fine. Seems to me like it's a definite motherboard issue. I'll just RMA the board. Thanks for your input!

Tried outside of case on cardboard with everything but power disconnected and only 1 stick of RAM. CPU fans spinning, cpu light still on. Removed the phantek and reviewed each cpu pin with a magnifying glass and light, all seemed to be in working order/undamaged. I then installed the stock cooler and attempted to power on again outside of the case. Light still on, the cpu fan would start and stop twice before continuing to spin on the third go. So do you think something may have happened to the CPU, then? Or do you think it could still be the Motherboard? Here in a bit I may remove the 4590k processor from a client's pc and install it to see if it works. Not sure I want to mess with the client's pc though... >.<
